Dear surveying contractors!
I hereby inform you about the introduction of the requirement to apply in the area of the city on the rights of the district of Jastrzębie-Zdrój to provide, along with the technical survey, data files in the GML format, used to update the relevant databases of the resource, referred to in § 35, paragraph 4 of the Regulation of the Minister of Development of 18.08.2020 on the technical standards for performing geodetic situational and altimetric measurements and developing and transferring the results of these measurements to the state geodetic and cartographic resource (Dz. U. z 2020 r. poz. 1429, as amended).
As of 1 May 2023, GML files “for modification” of the EGiB, BDOT500 and GESUT databases will be issued in the PZGiK Portal, so the requirement applies unconditionally to geodetic works submitted as of that date.
In the case of geodetic works submitted before 1 May 2023, the introduced rules apply from 1 July 2023, which means that the contractor of works not completed before that date will have to download in the PZGiK Portal and modify files in GML format concerning updated databases before submitting the results of works.
I kindly ask you to submit lists of coordinates of points in txt format per database at the same time as modifying GML files, as before. In consultation with you, we will decide from when such duality will no longer be necessary for efficient updating of the databases maintained in our ODGiK.
The EGiB, BDOT500 and GESUT databases have been converted in the Ewmapa 14 domain software to the application schemas resulting from the executive regulations to the Geodetic and Cartographic Law, issued in 2021.
Validators supporting the validation of GML files have already appeared on the market. A convenient validating tool from Geobid sp. z o.o. is available on the PZGiK Portal. We hope that with our joint efforts we will smoothly go through the implementation of mechanisms updating geodetic databases according to the principles resulting from the binding legal regulations.
In connection with the “first come, first served” principle for the order of updating databases in the area subject to geodetic works performed simultaneously by more than one contractor, it will be necessary to pay close attention to the state of the downloaded database before preparing your own modification files. I encourage you to coordinate your work with other contractors working in the same area, as well as with the staff member handling geodetic work requests at the ODGiK. For these reasons, for works related to divisions of real property, which are subject to approval by administrative decision or court ruling, there is a requirement to take into account an additional stage of work, i.e. update of the Land and Mortgage Register, preceding preparation of a map with a division design. The map with the division design will contain the EGiB data, updated immediately in the course of material and technical activities, and such a formula will secure the Contractor and the ODGiK from outdating the data in the GML file, pending approval of the subdivision.
