– Free access to the RCN data collection

Dear Sirs,

On 12 November 2025, an act amending the Act of 17 May 1989 on Geodetic and Cartographic Law was announced. The purpose of the amendment was to abolish the obligation to pay fees for access to data sets contained in the Property Price Register (RCN). The new regulations came into force three months after the date of announcement, i.e. on 12 February 2026.

According to information from the Chief Surveyor of Poland, work is currently underway at the Main Office of Geodesy and Cartography to amend the Regulation of the Minister of Development, Labour and Technology on the register of land and buildings. Among other things, it provides for the discontinuation of data sharing in paper form and the modification of Annex 10, which specifies the specifications of network services for sharing data from the RCN. In addition, it is planned to add an obligation for the district administrator to publish the RCN data set in the form of archived GML files in ZIP format, made available on internet portals, in particular on the portal referred to in Article 32 of the Act of 11 August 2021 on open data and the reuse of public sector information.

While awaiting the amendment of the applicable regulations, the Mayor of Jastrzębie-Zdrój has made available for download a collection of RCN data from the M. Jastrzębie-Zdrój cadastral unit in the form of archived GML files in ZIP format on the PZGiK Portal website in the E-services tab under item 6. The property price register (RCN) is included in the list of district geodetic and cartographic data sets made available free of charge without the need to submit an application, in accordance with Article 40a(2) of the Geodetic and Cartographic Law.

The downloadable data will be updated at least once a week until an automatic daily update mechanism is implemented.
